JOB TITLE: Coordinator – Student Assessment, Research, & Accountability - HERC
REPORTS TO: Executive Director of Student Assessment,Research, and Accountability
WAGE/HOUR STATUS: Exempt
PAY GRADE: AI 3
PRIMARY PURPOSE:
The Houston Education Research Consortium (HERC) liaison manages and coordinates the activities of the HERC on behalf of the district as part of a research-practice partnership. The HERC liaison coordinates with district stakeholders and university researchers on the design, execution, data needs, and analysis of educational research for districtwide strategy planning and decision-making. The liaison also applies in-depth knowledge of local, state, and federal accountability systems, assessment programs, district policies, programs, and strategic priorities to ensure the activities of HERC support district research needs. This position is grant-funded for a period of two years with the possibility of extension pending additional funding. The HERC liaison will assist the Department of Student Assessment, Research, & Accountability in performing data analysis and reporting, as well as conducting program evaluations and developing data dashboards and surveys for the district.

QUALIFICATIONS:
Required:
- Master's Degree or higher from an accredited college or university
- Three to five years of job-related experience
Preferred:
- Experience in K-12 educational research
- Experience with research consortiums and/or research consultants
SPECIAL KNOWLEDGE/SKILLS:
- Microsoft Office Suite (ability to create and manipulate spreadsheets)
- Qualtrics Survey Tool
- Office equipment (e.g., computer, copier)
- Proficiency in Tableau, SPSS, Stata, SAS, R, or other statistical software.
- Understanding of statistics, research methods, data management, student testing, and
- project management.
- Excellent organizational, communication, and interpersonal skills
- Working knowledge of Texas web-enabled data standards
- Ability to respond promptly and accurately to customer complaints and/or concerns
- Ability to develop and deliver training
Work Complexity/Independent Judgment
Work is substantially complex and varied and regularly requires the selection and application of technical and detailed guidelines. Independent judgment is required to identify, select, and apply the most appropriate methods as well as interpret precedent. Position regularly makes recommendations to management on areas of significance to the department.
MAJOR RESPONSIBILITIES AND DUTIES:
Statistical Analysis and Data Management:
- Applies in-depth knowledge of local, state, and federal accountability systems,
- assessment programs (state and local), district policies, programs, and strategic priorities to ensure the activities of HERC support district research needs. Combine major data systems to identify strengths and areas of improvement.
- Supports partnership research project data needs by gathering data across multiple district data sources to share with HERC, as needed.
- Collaborates and communicates with senior leadership and university researchers to design and execute research studies for districtwide strategy planning and decision- making.
- Establishes relationships with internal and external stakeholders to ensure the development of high-quality products, processes, or solutions.
- Statistically analyze test, survey, and student data, providing analysis to meet the needs of the Strategic Plan, departments, schools, and grants.
- Develop and maintain data dashboards to track district-level progress on important measures utilizing Tableau.
- Prepare reports and presentations utilizing data collection, analysis, and visualization.
- Manage and create data/progress monitoring resources: oversee, improve, and, when necessary, develop data trackers, dashboards, and protocols to support the performance management and continuous improvement of strategies.
Program Evaluation:
- Conduct program evaluations for departments and programs to meet the district's needs and state/federal requirements.
- Lead evaluation groups through the program evaluation process.
- Report results and recommendations based on evaluations.
Surveys:
- Write and construct surveys for departments and schools that address their data needs.
- Communicate data to various stakeholders verbally and by providing reports in a usable format for departments and schools.
- Perform all other duties as assigned.
WORKING CONDITIONS:
The usual and customary methods of performing the job’s functions require the following physical demands: physical mobility, standing, prolonged sitting, some lifting, carrying, pushing, and/or pulling. This position will also require both traveling within the district and statewide. Mental demands: Ability to solve problems and deal with a variety of situations; ability to interpret a variety of data; ability to interpret TEC and policy; ability to apply knowledge of current research and theory, ability to be effective in both oral and written communication; ability to maintain emotional control under stress.
