REPORTS TO: Executive Director of Special Education


WAGE: Exempt

 

PAY GRADE: AI5

 

PRIMARY PURPOSE:


The Director of Special Education Services and Support, reporting directly to the Executive Director
of Special Education, is responsible for the development and management of programs for students
receiving special education services. The Director also works in collaboration with the Assistant
Superintendents to support the development, implementation and management of instructional and
behavioral programs for students with disabilities.

 

The Director of Special Education Services & Support must act with integrity, support
organizational goals, demonstrate the ability to inspire, grow and motivate others and commit to
championing the needs of the students, employees and overall District.


QUALIFICATIONS:


PREFERRED:

  • Master’s Degree in Special Education or other related field from an accredited College or University
  • Four years’ job related experience

PREFERRED:

  • Principal/ Administrator certification
  • Special Education Teacher Certificate (K-12)
  • Leadership experience at the campus or district level in a special education role
  • History of success with the development and implementation of district-wide action plans
  • Experience with compiling, interpreting and organizing data for use in decision making and staff development
  • Three years’ experience as a special education teacher and/or in a campus special education role

SPECIAL KNOWLEDGE/SKILLS:

  • Thorough understanding of federal, state, local laws and regulations
  • Comprehensive knowledge of pedagogy and research based instructional practices
  • Expertise in the area of special education instructional and behavior programs
  • Quality skills in the interpretation of assessment data
  • Broad knowledge of learning, interventions and behavior management
  • Strong ability to interpret policy, procedures and data
  • Ability to successfully manage budget and personnel
  • Effectively coordinate special education services across district functions
  • Strong leadership skills
  • Exceptional interpersonal and communication skills
  • Skillful at identifying and responding to areas of need with assigned area
  • Ability to develop and oversee comprehensive action plans aligned to the district’s 5-year strategic Plan

MAJOR RESPONSIBLITIES:

  • Collaborates with key district leadership staff included Assistant Superintendents to ensure successful implementation of special education instructional and behavior programs.
  • Directs the implementation of state and federal legislation related to special education and ensures compliance with these regulations.
  • Develops and maintains standards for students who receive special education services
  • Supervises Staff.
  • Supports Principals with the oversight of special education programs and services at the campus level.
  • Assists the Executive Director of Special Education with the district response to parent complaints, resolution meetings and due process hearings.
  • Serves as a district representative member of the Admissions, Review and Dismissal Committee as deemed necessary by the Executive Director of Special Education.
  • Directs the implementation continuum of services and educational placements for students with disabilities.
  • Assist with monitoring budgets for special education funds
  • Assists in the recruitment, selection and recommendation for hiring of special education, instruction and support staff.
  • Remains informed of innovations in all areas of special education.
  • Interprets the guidelines and directives concerning regulatory agencies, including federal and state legislation, regulations, Board Policy, OSEP, OCR and other regulatory agencies.
  • Develops teacher training programs designed to meet regulatory requirements.
  • Serves as a liaison between district, regional, state and federal special education departments
  • Develops and manages special projects related to area of responsibility.
  • Interprets the special education services program to school personnel and the public.
  • Leads and direct staff development for special education staff on implementation of a continuum of services for students in special education.
  • Performs other all duties as assigned

WORKING CONDITIONS:


The usual and customary methods of performing the job’s functions require the following
physical demands: physical mobility, standing, prolonged sitting, some lifting, carrying, pushing
and/or pulling and occasional prolonged hours as necessary. This position will also require both
traveling within the district and statewide. Mental demands: ability to solve problems and deal
with a variety of situations; ability to interpret a variety of data; ability to apply knowledge of
current research and theory of instructional programs; ability to be effective in both oral and
written communication; ability to maintain emotional control under stress.
