JOB TITLE: Assistant Director – Performance Designations

PRIMARY PURPOSE:
The Assistant Director – Performance Designations will oversee the successful implementation of all aspects of the Teacher Incentive Allotment (TIA) program in Spring ISD. The primary goal of this role is to support the attraction, retention, and recognition of highly effective teachers, particularly in traditionally hard-to-staff schools. This position will require close collaboration with various district departments and external partners to create, implement, and manage a local designation system that aligns with state standards.

QUALIFICATIONS:
Required:
- Master’s degree from an accredited college or university
Preferred:
- Valid Texas Mid-Management or Standard Principal Certification
- Advanced Education Leadership (AEL) certification, Instructional Leadership Training (ILT), or Instructional Leadership Development (ILD)
- Minimum of three (3) years of successful experience as a campus administrator or content specialist
- Minimum of five (5) years of successful teaching experience
- Experience leading large-scale projects with multiple stakeholder groups
- Experience working with diverse teams navigating ambiguity and complexity
- Experience with technical grant writing and data analysis
SPECIAL KNOWLEDGE/SKILLS:
- Strong knowledge of research-based instructional practices, particularly for diverse and at-risk student populations
- Deep understanding of the Texas TIA Program, the Designation System Requirements, and educator evaluation models
- Proficiency in using software tools for data analysis, spreadsheet development, and word processing
- Ability to manage budgets, personnel, and district-wide initiatives
- Excellent public relations, organizational, communication, and interpersonal skills
- Ability to effectively present information before groups, including employees, the school board, and other stakeholders
- Ability to travel at least 25% of the time
MAJOR RESPONSIBILITIES AND DUTIES:
Management of Administrative, Fiscal, and/or Facilities Functions:
- Organize and facilitate meetings with TIA partners and district staff to develop and maintain a local teacher designation system, ensuring it meets state standards, including both teacher observation and student growth data.
- Monitor, analyze, and report TIA program data to identify trends and address implementation challenges, adjusting processes as necessary.
- Collaborate with district departments (Academics & School Leadership, Research & Accountability, Communications, Technology, HR Services) to support effective districtwide implementation of the TIA program.
- Oversee the local designation system, including its ongoing development, data capture, and validation processes, ensuring alignment with state-level performance standards.
- Engage with assistant superintendents, principals, and staff to ensure alignment of the TIA designation system with district goals and objectives, and identify areas for continuous improvement.
- Lead efforts to review and revise the TIA designation system in response to evolving needs and data.
- Collaborate with the district’s grant writing team to secure funding and support for the TIA program.
- Assist in the development and delivery of professional development workshops for teachers and campus leaders on TIA system changes, designation updates, and roster verification processes.
- Attend state and national TIA-related trainings, conferences, and workshops, and share relevant insights with district stakeholders.
- Support the communication of TIA system updates to employees, ensuring they are informed about changes and renewals.
- Develop and manage timelines for the implementation and maintenance of the local TIA designation system to ensure deadlines are met and program goals are achieved.
- Ensure the proper documentation and tracking of all activities related to the TIA program for accountability and auditing purposes.
- Assist in managing resources to support the implementation of TIA, including staffing, technology, and budget.
Performance Management:
- Ensure compliance with TIA program standards, including the completion of performance evaluations for eligible teachers.
- Support calibration efforts to ensure consistent and equitable performance evaluations across campuses.
- Collaborate with the Professional Development team to design and implement targeted support for teachers not meeting TIA eligibility standards.
- Support the integration of TIA performance standards with existing district-wide teacher evaluation and professional development systems, ensuring seamless alignment and execution.
- Track and report performance data related to TIA eligibility and teacher performance, ensuring timely and accurate reporting for district leadership.
- Provide ongoing coaching and feedback to campus administrators and instructional leaders to ensure they are equipped to support teachers in meeting TIA standards.
Organization Improvement:
- Prepare and deliver presentations to administrators, including principals, on the status, trends, and effectiveness of the TIA program and local designation system.
- Assess critical needs and collaborate with stakeholders to design, refine, and evaluate the TIA system to drive continuous improvement.
- Work with the District TIA Committee to plan and execute short- and long-term strategies to strengthen the program’s effectiveness.
- Regularly review and assess the effectiveness of the TIA program to ensure that it aligns with district strategic priorities, adjusting strategies as needed based on program data and feedback from stakeholders.
- Identify trends and make recommendations for improvements to the TIA program based on data analysis, teacher feedback, and performance reviews.
Professional Growth and Development:
- Stay current on research, best practices, and changes in the TIA program and teacher incentive initiatives, adapting district policies and procedures accordingly.
- Lead professional development efforts to improve staff effectiveness and ensure district performance goals are met.
- Participate in professional growth activities to enhance job performance and contribute to district goals.
- Develop and deliver targeted professional development programs for district leaders, principals, and teachers to ensure their success in implementing and adhering to the TIA system.
- Collaborate with district HR and PD teams to ensure that TIA-related professional growth opportunities are aligned with teacher development goals.
School/Community Relations:
- Foster relationships with governmental agencies, civic organizations, and community stakeholders to promote the TIA program and the district’s broader educational goals.
- Enhance the visibility of the TIA program by working with communications teams to create and distribute updates, success stories, and program achievements to both internal and external stakeholders.
- Promote TIA benefits to the community and educators, fostering a deeper understanding of the program’s purpose and its impact on educational excellence.
Organization Morale:
- Foster a positive, collaborative work environment by encouraging team building, employee engagement, and active involvement in decision-making processes.
- Recognize staff achievements and address conflicts promptly and effectively.
- Promote communication and collaboration between district departments and campus administrators to enhance service delivery and program development.

Other Responsibilities:
- Maintain strict confidentiality and exercise sound judgment when handling sensitive data or situations.
- Ensure compliance with state and federal regulations related to teacher performance and incentive systems, staying current with policy changes that may affect the TIA program.
- Oversee data security and privacy concerns related to the collection and sharing of performance data, ensuring compliance with FERPA and other relevant laws.
- Support the management of personnel records and ensure compliance with state and district records management policies.
- Compile and file required reports, records, and documents as mandated by district, state, and federal regulations.
- Ensure compliance with federal, state, and local policies and safety protocols.
- Perform other duties as assigned by the Director – Staffing & Performance Designations or other district leadership.
WORKING CONDITIONS:
The usual and customary methods of performing the job’s functions require the following physical demands: physical mobility, standing, prolonged sitting, some lifting, carrying, pushing, and/or pulling. This position will also require both traveling within the district and state wide. Mental demands: Ability to solve problems and deal with a variety of situations; ability to interpret a variety of data; ability to interpret the Texas Education Code and district board policy; ability to apply knowledge of current research and theory of instructional programs; ability to be effective in both oral and written communication; ability to maintain emotional control under stress.
